Mélanie Joly dresses as if she is about to go into battle on Canada’s border with the United States and she is quick on the draw. The Canadian foreign minister believes that President Trump poses an “existential” threat to her country and when she held talks recently with David Lammy and other European diplomats, she gave them a stark warning. “This is all coming. That was my message to my European friends. We’re the canary in the coalmine. You’re next.”

She was referring to the on-off tariffs Trump is deploying in what the Canadians regard as a trade war designed to undermine their viability as a country. Europe is braced for US tariffs next month, and while the US president has suggested that a trade
